I had an experience while fishing in Shenandoah wherein an otherwise nice couple with an unleashed dog stopped to chat. I mentioned to them that the National Parks all have leash laws. They left abruptly. Several minutes later I was almost bowled over by three deer. Sure enough, the same dog came chasing after them. I called it quits shortly thereafter and when I got to the top of the mountain, I noticed the couple leaving with their dog. I quickly wrote down their license plate and gave it to the first ranger I saw, with assurances I would gladly take a day off from work to testify as to what I saw if he would track them down and write them up. I never heard a thing. Of course I would love to think they got a summons, but never fought it, however I suspect that my license plate note went unused. The bear population in Shenadoah is climbing. The obvious danger of not leashing one's mutt there are all too evident. Deer will run. A bear might not. I think I read a story recently of someone camping at Big Meadow and not being able to find their dog in the morning.
