I make sure they can see I'm ready to use it--which I am. Almost always, the person with the dog (or, often, dogs) puts the leash on them before we meet, and in any case I have never been bothered by a dog while carrying a stick. I doubt that this would work at Layhill or similar parks, but it works wonders on the canal.
