Tell Harriet to check the area around where she sees it for any large evergreen trees, where it may be roosting. The bird in Silver Spring was almost as reliable as clockwork. It would almost always arrive just before dusk, perch in the same dead snag, then either fly in to a large spruce tree to roost, or would begin hunting (even in near darkness!). I haven't seen it this year, but it appears that the spruce tree is either gone or severely cut back (which the county did to the dead snag, for safety reasons, I suppose).
