Bittersweet is one of these. There is an American bittersweet, but, to the best of my knowledge, the american version is not massively invasive. Tell your neighbor to cut it down entirely and treat the cut ends with herbicide to kill the plant entirely. It's possible the herbicide will not work untill springtime when the plant is actively growing, but at least the plant could be cut back now and keep the birds from spreading the seed further. She/he could look into planting native plants that will provide an alternate food for the birds. ( I'm sorry, but I don't know the best herbicide to use. I'll try to look into it.)
