At the DC Veteran's monument, a similar assemblage (plus a Downy Woodpecker, minus a Y-r Warbler). At the Tidal basin, a small amount of ice with sitting Ring-billed, Herring and Greater Black-backed gulls. At the Roosevelt Memorial, a flock of a few dozen American Robins, a Downy Woodpecker and several chickadees were all eye-balling the immature Cooper's Hawk that was 'hunting' from a nearby tree. With the sort of 'stealth' it was demonstrating, it is amazing that the bird is finding anything to eat!
