We had quite a few Kestrels, maybe 5-6 or more in Sector 6 and I saw 2 in Sector 7 in my small area. I only saw one Harrier, a lovely adult male, near the Christian Brother's Center off 85. I agree that there seem to be fewer of these nowadays, but Kestrels are still in evidence. The years of the Rough-legs and Short-eared Owls being regular in winter is, I am afraid, past.
