Sounds like a Bald Eagle, Steve. Eagles are common just about anywhere you go on the Eastern Shore during winter and there are also quite a few summer breeding locales. I'm not sure if there is a breeding pair near where you saw the eagle but it wouldn't surprise me. Glad that semi didn't get you!
