The disturbance of the new humans was enough to chase off the vultures. Have these people just tried being outside and noisy when the vultures come in? There are some things on te market that mihgt help. There is some spikey stuff that makes an unconfortable perch, but it is expensive. Another idea is to string wire along the roof, about six inches off the surface and a foot apart. Again this makes an uncomfortable perch and may be expensive. Perhaps throw a road killed deer on the neighbor's roof?
