According to the Delaware Breeding Bird Atlas, the Rehoboth Beach colony was not considered "established" despite the fact that it has survived since its inception in 1988. The "not established" status implies strongly, to me at least, that the bird is not "officially" countable in Delaware. And it certainly is not on any lists of accepted species for Maryland, I've looked at them all, except Robbins et al 1954, but I'm not too hopeful there.
