Yes, and the fort is easily accessible via the water taxi, so you don't even need to drive to get there. There are several water taxi stops at the Inner Harbor -- you can pick up pamphlets at the little tourist center between the harbor and Light Street (halfway between Harborplace's Light Street Pavilion and the Maryland Science Center), or just walk a little way along the harbor and you'll come to one.
