Am I correct? 100% correct. For a common and expected bird even a failed nesting is good evidence for an atlas confirmation. For a rare bird, such as your Mississippi Kite example, the circumstances of the sighting would need careful documentation on an Atlas Verification Form. Any account in the forthcoming Atlas book after this project would expound upon the nature of such a failed nesting attempt by the rarity and put the observation in context with the record for neighboring states.
