The bog had been managed by Clearwater Nature Center (Cosca Regional Park) but now is managed by Watkins Regional Park in Upper Marlboro. I was told this when I called Clearwater this afternoon. I was told it is fine to park at the gate (along the side so as not to block it entirely) and walk in. Why there are no signs, I'm not sure. It appears to be one of those spots that they wish to protect making it not so obvious (hence lack of signs to the actual bog). The bottom line is it's open to the public but there is no "welcome mat" at the door. I should have gone into more details as to the layout and location of the actual bog when I wrote my note. Sorry you didn't see the Olive-sided FC.
