As Rob said, I first walked up the Virginia shore of the river from the Roosevelt Island parking lot. Once past Key Bridge, I was able to see the swan along the DC shore of the river. From across the river, the bill looked dark, not orange. I then drove over to Georgetown and walked up the Capital Crescent Trail. Not too far upriver from mile marker 10 (and just below the islands mentioned in Paul Pisano's original message), I was able to watch it from close range and could see that it had the black with yellow bill of a Tundra Swan.
