My suggestion - let the Atlas Committee identify a single gate-keeper at each of BG&E, DOD, DNR, P&P, USFWS, etc and give him a heads-up re: the Atlas and that many people will be contacting him for access; then relay that info to the atlasers. We would still have to make our own requests but at least we would know how.
