The refuge manager is considering opening the NWVC at 8:00 am; it is mainly a manning issue. I don't know where that issue stands at the present. This issue is really critical in late Spring and early Summer when most of us want to be birding at dawn or soon after. You are not alone in wanting earlier access to the grounds of the NWVC.
