A bike ride out to Roosevelt Island this afternoon turned out to be pretty fruitful. On the bike path at mile marker 17 (for the bike path) viewed from the Virginia side of the river around 5pm. Tundra Swan viewed from Board walk leading to Roosevelt Island. ID corresponds to the Sibley Guide with maximum yellow. Fortunately, he was close to the Virginia side so I got a really good look at the beak. I did not go on the island, just viewed the birds from the shore.
