Based on Todd Day's last report, we went first to Jones Point. We found the pelicans on the water on the far side of the river, in DC waters below the Naval Research Lab/Blue Plains area. After about 5 minutes, the birds flew off to the north. They got out over the middle of the river and then turned around. They ended up cutting over Jones Point and going towards the Belle Haven/Dyke Marsh area. We found them again near the north end of the Belle Haven picnic area, where they remained when we left around 6:15 pm. While I was at Jones Point, I thought the birds also got into MD waters. After looking more closely at the map, I'm not so sure. I'll have to go back to get a better idea of where the boundary is.
