The bird was sitting in the = water amongst a huge flock of feeding Gulls,Terns,Brown Pelicans, = Northern Gannets. The flock was about 1.25 miles offshore from the = Potomac River side of Point Lookout from just off of Kitts Point all the = way to the mid channel marker just north of the river mouth. I hesitate = to call this bird anything other then "a white pelican" at this time = until I'm able to see field marks better.
