As Gail mentioned, this is a hop, skip & a jump from Roosevelt Island, so I'm sure it's the same bird that's working the river. Earlier this winter I saw a pair of adult PEREGRINES at the tip of Hains Point. At least one of them, and on rare occasion both, will hang out on the RR bridge over the Potomac. I haven't seen them much this month, esp both at the same time. Gull numbers at the Tidal Basin were decent, but my bins & scope apparently made me look too suspicious for the police, and I was asked to move on. The officer did say I could return in a half hour, so I'm assuming the marching orders were given because a dignitary was going to be passing through the area shortly. By the time I got back the sun was at a bad angle and the wind was really whipping, so I didn't try very hard to search through them. Nothing out of the ordinary was seen, not even a Lesser Black-backed.
