He is watching it at close range from a rented canoe. The loon is currently about 10% of the way from the Anne Arundel shore to the Prince George's shore, on the AA side. It has been swimming North as far as the red barn at Jug Bay Wetlands and South a bit past the first white house to the south. Dave originally spotted the bird from Johnson (?) Landing, the boat ramp area near the P.G. Jug Bay headquarters.
