I believe the late Rick Blom recounts some useful information. Like Anhingas, Cormorants will also soar. Soaring is not diagnostic. The pale throat is also not diagnostic. At the distance and angle you were likely viewing the two birds, it could have been an adult and juvenile Cormorant. Anhingas are sometime described as flying crosses. Your description of the longer neck would point toward Cormorant. Take a look at the Sibley Guide page 50-51 for some useful information, and silhouettes. Cormorants also fly in formation like geese, and gulls. I hope this helps.
