Category 4C deals with swpecies that are regular on the coastal plain and in coastal plain waters, but very rare or accidental in the state away from there (i.e., Piedmont or Mountains). Other than the Oberman's report that Bob mentioned, I believe it is the first report ANYWHE?RE in the Piedmont of Maryland, so the MD/DC Records Committee would be interested in reviewing your field notes/photos of the birds.
