 It Seems late to me For a Tanager to still  be singing as I assume you are Talking Scarlet Tanager.

Yes, we very rarely get a summer tanager in Carroll Co., if ever.

In Aug I have seen them chaning To a Green color   They were in a The Red
and  green spotted  transition seen in the Peterson fied Guide.

I have seen them in this phase in August, too. However I wouldn't expect them to be singing as they molt. I tried to look at the singer yesterday and from what I could tell he was still in normal breeding plumage. He was partially obscured by leaves. This is Aug. 7 and he's still acting like it's June.
