The short answer seems to be, just after passage. There is an excellent posting on the VA-birds listserv this morning on birding in hurricanes. It's long so I won't cut & paste it here, but you can find it on the list public archives at <A HREF="http://www.freelists.org/archives/va-bird/">http://www.freelists.org/archives/va-bird/</A>. Click on 09-2003 and then on SAFETY FOR BIRDING WITH HURRICANES. It's good reading for anyone interested in the birding opportunities but also a warning to anyone who might consider doing something foolish. The poster is Wallace Coffey but the message was originally written by Ned Brinkley, who lives in Cape Charles and knows a few things about birding AND hurricanes.
