Consequently, I was surprised this morning, at Lake Artemesia, northern Prince George's county, when a flock of 28 immature/female Surf Scoters flew past, then landed on the water. They were active: diving, preening, lots of wing flapping and swimming back and forth across the lake. They were still there when I left 45 minutes later. For some reason, I suddenly decided to check all the other bodies of water in the area, but turned up nothing else unusual.
