Yep, that one has been around for a while.  Good observation!  There is an archive for this list somewhere if you are interested in reading more on the hummer, it has numerous postings.  There was another in the same area for a while, but i think it has disappeared.

<I've been observing a winter hummer at the Smithsonian Ripley Gardens on the Mall in downtown Washington, DC, this week. I believe it is a rufous, but am not positive. I've seen it both times I visited, including this morning, Jan. 2. Was wondering if anyone else has checked it out?  Thanks - a new subscriber>
