I also saw about 20-30 red-breasted mergansers in the Washington Channel. Most of the flock were males. Gull numbers seemed to be down in both the channel and the Tidal Basin. I did not see either the Glaucous or Thayer's gulls, but I was not looking for them all that thoroughly. About 10-15 common mergansers were in the Tidal Basin.
