It appears to be an immature female white-winged scoter, from the bill color, although the white face patch is very faint. Managed to hail Bud Milsaps who was taking his lunchtime hike $ he concurred on the id. Buddy mentioned that he has seen Gannets in the area recently, once overhead from the Ches Biol Pier.
