Norm,

Last Thursday there were at least 100 Oldsquaws in the waters off of Flag
Ponds, so you should have no trouble picking up this bird if you haven't
already. Pt. Lookout would probably have the easiest access or you could
stop at the Calvert Cliffs Nuclear Power Plant overlook and scope the water
from there.
