Kevin -

As the saying goes ... "you can count anything you want on your lifelist"
... however, IF you plan to submit your lifelist totals to the ABA for
publication, you should know that Monk Parakeets are not "countable" in
Delaware (again, under the ABA "rules of engagement").  This is because the
Delaware Records Committee has not accepted the species onto the official
Delaware state list.  Basically, they don't think the Sliver Lake
population has demonstrated that it is sustainable.

The ABA says the species is countable, but it defers to the states to
determine in which locales it can be counted.  There are only five states
where this is the case:  Florida, Texas, Rhode Island, New York, and
Connecticut.  Even the famous Hyde Park population in Chicago is not
"countable".

Again, don't let this "factoid" spoil you search.
