Hi Ellen: While I know that the "superhigh" towers are the primary birdkillers, back when I had a federal salvage permit and picked up birds for the NMNH, I found dead birds under many shorter structures, including water towers and tall light poles. In bad weather the birds can be flying just at treetop height. In any case, even if there is only a moderate risk, it would seem a really BAD place to locate any tall structure if there are alternate sites, and these certainly exist in nearby completely developed areas of equal altitude.
