Duck Stamp Purchasers --

Just to clarify this, purchasing a Federal Migratory Waterfowl Stamp (a.k.a.
Duck Stamp) has nothing to do with being "counted as a hunter". Large number
of collectors, NWR users, etc. purchase these stamps and this is well know to
the U.S. Fish and Wildlife Service. In Maryland (and throughout the US)
license sales and other surveys are used to estimate hunter numbers, success,
etc. In the past duck stamp purchasers were used as a sampling pool to
estimate migratory bird harvest (which through sampling took into account
purchases by non-hunters), but this being phased  out nationwide. In Maryland,
for the past 4 or 5 years migratory bird hunter must get a special Harvest
Information Program permit, which is used to estimate effort, harvest, etc.
related to migratory birds.

Remember, duck stamps funds go towards wetland preservation, a good cause for
all species.
