I wanted to do some checking with the Waterfowl Harvest Section,
Migratory Bird Mgmt Office, Fish and Wildlife Service regarding how
they do some of the duck stamp statistics.

Their initial survey separates buyers who purchase for hunting from
those who purchase for stamp collecting or other reasons. They have
found that about 90% of stamps sold in recent years are sold for
     hunting.

The money is used to preserve lands for waterfowl but this also
     benefits nongame.

     Cheers,

I have been told that everyone purchasing a Duck Stamp enters the rolls
as a hunter.
