They have a way to tell but I didn't go into those details. I went to the effort to get this info due to a posting that maligned hunters and the duck stamp program use of the funds. Obviously this mattered to the person posting that message. If I were a hunter, I might still buy it at the post office. So of all those duck stamps sold through post offices, how do they KNOW it is not for use by hunters? Either way, I don't see that it matters that much. I like duck stamps and will continue to buy them. And, no, I don't hunt.
