Your best bet would be to stop by your local post office and buy a "Duck"
Stamp-
aka Migratory Bird Hunting and Conservation Stamp. They cost $15(at least they
did last season), but are good for unlimited visits to NWRs.  Remember to fill
out an entrance form even if you have the stamp, just check off duck stamp.
The more of these purchased for conservation, the more refuges will be managed
for birdwatchers. You can also get them at the Bombay Hook visitors center, if
your post office hasn't ordered any.
