sea ducks on Chesapeake Bay

Ospreyers,

Can someone point out some good spots for viewing sea ducks (oldsquaws,
scoters, loons, etc) on the Chesapeake Bay near Annanapolis?  My
ornithology class is heading out to Blackwater NWR next Saturday and the
prof wants to give everyone a chance to see some sea ducks either on the
way there or on the way back so either side of the bay is good as long
as its roughly near the route from DC to Blackwater.  How is Sandy Point
State Park this time of year?
