Communications antennae in the parks

The National Park Service is likely to issue permits to Bell Atlantic to
site two communications towers in Rock Creek Park, including one at the
maintenance yard.  Today's Washington Post reports that they are
unlikely to deny the permit.  See Metro p. B3.  There is a public
hearing scheduled for March 24 at 7 p.m. at the Nature Center.  The
public comment period ends 3/31.  Not that it appears there is much
point in commenting.

Today's Federal Register reports that the NPS is about to do the balloon
tests for a communications tower permit request for Great Falls Park.

I know Gail has been following this issue - Gail, can you shed any light
on exactly what these balloon tests are supposed to accomplish?
