"Virginia's Birdlife an Annotated Checklist" (blue book), indicates
that the White-throated Sparrow dates are: 

5 Oct - 10 May  in the Coastal Plain
30 Sep - 20 May in the Piedmont and in the Mountains & Valleys

In all three regions,  it is shown to be a "rare summer visitor".

A few copies of the blue book may still be available through the 
VSO.  A "third edition" is now underway and is projected to be
