I've just caught up on the pelagic boundaries debate, and I think the point Ed makes is well taken. When looking at the legal aspects one must consider the "purpose" of the rules. Since we are not concerned with commercial or salvage rights here, the main reasons (I believe) for federal pronouncements in this area, then what ARE we concerned with? I would guess that a reasonable and consistent standard would do the trick, no? So, then, it would appear that since the MD/DCRC has a standard, it is perfectly acceptable to use that unless and until the RC decides to change it, or until some other body changes it for each and every state. Any objections, then, if I count the puffin and the skua on the comp list????
