As far as I can tell it is inside DC waters. It was preening and preening and preening and sometimes yawning. I didn't see the full wing extended, but the school bus yellow bill, loral area, and legs, the white back, and the general lack of dusky feathers (except perhaps on some coverts) marks it as an American White rather than another species of pelican.
