"I thought perhaps it might have been a transmitter of some kind but didn't see any other harnesses or attachments to the wire."

The harnesses fit snugly to the body. Once the bird is released, it preens its feathers, hiding both harness and transmitter beneath its feathers. Its amazing what they can hide in there when you know how big the transmitters are. But the only thing normally visible in a moving bird is the antenna. The transmitter is even hard to locate on a sitting bird.

Here are some links to eagles being tracked. DNR provides a narrative of the rescue of the eagles: http://www.dnr.state.md.us/dnrnews/pressrelease2002/051602.html

Real time tracking can be found at: http://www.earthspan.org/Projects/Eagles/MainMap.htm

Although I am sure there are other projects currently ongoing, I don't know of any currently available in real time. A bit of Internet searching might turn up something.

But realtime reporting is expensive and time consuming so most of what you find will be past projects.
