Dear Andy,
At Black Hill Regional Park next to the Visitor Center there is a demonstration hummingbird garden. Usually there is a nectar feeder hanging in this garden. However I understand from Denise Gibbs who is managing this garden that the feeder is broken. She said that she will be replacing it soon. This feeder and the garden plants are used regularly by Ruby-throated Hummingbirds.
Hope this helps you out.
Sincerely,

Anybody know if one of the county nature centers or Seneca Crk or Black
Hills parks have a hummingbird feeder up that draws Ruby Throateds on a
regular basis? Still looking for one this Spring. Thanks.
