Loggerhead Shrike may have never been common here, but use to be
concentrated in some areas. We are on the northern end of the traditional
breeding range. Habitat changes, pesticides, change in farming practices,
maybe feral cats, and other factors are likely to have contributed to there
extirpation from Maryland. I don't think we really understand why the rapid
decline of this species. They have declined elsewhere as well. If we
better understood the problem, the Maryland Department of Natural Resources
(DNR) would likely try to implement some kind of program to correct the
situation. MD DNR and other state offices have been watching this species
for some time, but I don't know if they have come up with any plan to help
recover Loggerhead Shrike.

Loggerhead Shrikes no longer common in Maryland?

Hope this helps.
