Bob-

  The Borrow Pit, on the north side of route 50, is just before Salisbury;
more specifically, it is just before the 50 bypass of Salisbury.

Going east on Route 50, probably, you should NOT take the bypass but
continue on the road to Salisbury for 1 mile then turn around, take 50 west.
While on 50 west you will go up a steep hill in a semi clovershape; this is
the junction of the Salisbury bypass and the road to Salisbury.
Go down the hill and staying on Route 50 west, the bypass is about 50 -300
yards afterwards.

I saw a single Stilt was there about 2 weeks ago in the late afternoon.
Also, Elliott Island ( Souhtern Dorchester County) had a couple of Stilts
then. that may be your best bet

        good birding!
