I'm working in downtown DC and the cicadas are flying above the 8th story, but I haven't noticed them going much higher than our building.  They are flying right at the buildings and then knock themselves out, falling to the ground.  The urban squirrels have figured this out and troll along the base of buildings looking for some chow.

I kind of wonder if the rats are doing the same thing.

I imagine the Kites may be enjoying the cicada meals in a similar way. If
you have not seen this feeding behavior already, perhaps they need to be
lower to pluck them from the sky. I don't know how high cicadas fly. The
last week or so should have been the bulk of the food?
