I was communicating with a birding friend of mine and his limo driver and they suggested this.
 In which I feel is a great Idea.Paul Pisano found several Kites behind my 
house and the area surrounding. 
Old Elk Neck Rd. between the point where it goes over the
RR tracks (near Rt. 7and route 40)and Maranatha Baptist Church, near the
intersection of Old Elk Neck and Jones Chapel Rd. Old ElkNeck Road does intersect
 with route 40 about 1 mile before the turn off to Landing lane. 
There is a nice shoulder at the bridge that crosses over the Rail Road tracks and a great view.
 Other options are Pine grove grocery store/baseball fields, on Old Field Point Rd.
 and Rain tree air park on Old Field Point Rd.

 If my neighborhood is filling up please try these options.
One other thing I could think of is if it is raining or very cloudy with no thermals, 
the Kites don't come out.Please don't even bother trying for the birds.
