I guess it could have been, but I have heard W-E Vireos quite often in the field and this didn't have the same quality.  It was more of a shrill loud clear whistle, whereas the W-E Vireo has a burry quality and a chick sound.  And from what I have been told, W-E Vireos are also uncommon in that area.  If it was not a OS Flycatcher, I guess I would lean more toward crafty Starling than W-E Vireo.  Except, I didn't see any other Starlings on our trip except by the roadsides and near houses.
