Dave Mozurkewich and I saw it yesterday at about the same time, less than 1/4 mile down the one-way section of the road (i.e. after you pass the entrance to the golf course, on the way to The Awakening statue), first on the left, channel, side of the road, then on the right side, on the golf course itself.  I think it was at the second or even third pod of parking spaces on the left.

At 10:30 this morning, the GLOSSY IBIS obligingly flew in front of my
car as I eased into a parking space just beyond the entrance to the golf
course. It landed and began foraging in the grass between the road and
the Washington Channel, next to the second pod of parking spaces on the
left.

Earlier, Rock Creek Park held a smattering of warblers, collectively
(not personally): Magnolia, Chestnut-sided, Blackburnian, Black-throated
Green, Redstart, Worm-eating, Canada, Yellowthroat. Early on, an
Olive-sided Flycatcher was seen at the Ridge.
