I can't seak of Red-tails but in reference to breeding-like activity; I was 
surprised to hear Chickadees singing last week durring the snow storm. Since 
then Titmice have been singing daily at my house and Robins have begun thier 
vireo-like song as well.  Sounds like March around my house!
