A later report on PA-Birds ID'd the Lancaster bird as a Peregrine.

While browsing the web, I just noticed a post on PA-Birds about a
Gyrfalcon in Lancaster. With the recent sightings of Gyr in NJ and DE
(possibly the same bird), all within close proximity of Maryland, we
should all keep our fingers crossed that one strays south or west! The
Lancaster bird is about 40 miles north while the Bombay Hook bird is
only about 20 miles east.
